I was predisposed to like it. I couldn't imagine Bowie coming back with anything terrible. I liked it and my expectations were exceeded. That's cool. He got me right at the beginning when he dropped a couple big chords, and then nothing for awhile to let it really sink in. It's all good from there.
I haven't paid attention to Bowie since Tin Machine, but I really like these first two tracks I've heard from The Next Day. I like the first track released (Where Are We Now?) a bit more than this, but this is cool too!

Tilda Swinton is chameleon, though looking at the world through facets only she knows.
Bowie gets closer to the white prince, albeit blasé about the world he lives-to him "is there nothing new?"
As to the song, I have no idea what he is talking about but, lately, that's not news.

Not initially impressed with the lyrics, but a good guitar groove. He's still the man.
